The government and every proprietor must invest heavily in the functional education of our children despite the current trend of development that dwells on global competitiveness and global best practices through such orientation, which will give learners and graduates of every school a wider view of the world where peace and development will dominate a purposeful educational goal. To be able to achieve the above-mentioned updates, facility updates and security issues must be pursued with high assurance of a safe environment for the teachers and the children, including the young. It is sacrosanct to the provision of a conducive environment for learning through adequate funding, total quality assurance and standard attainment. Generally, access to a safe drinking water facility is recognized as a basic human need and a pre- condition for economic and social development. Water is fundamental not only for survival but Also, safe drinking water carries significant health benefits. In Oyo State, efforts to improve drinking water facilities have been insufficient and off track. Lack of proper drinking water, ingestion of unsafe water and inadequate availability of water for Hygiene has exposed many people in Oyo State to various waterborne diseases due to inability of the state government to provide proper water treatment. Taking cognizance of the huge amount of state money expended on water projects, the quality of a few liters of water (if there is any) from water points in Oyo State is not reliably safe for direct human consumption. Disability is yet to be seen as a developmental issue in Nigeria because it is grossly under-represented in legislative processes and outcomes. Instead, it has become a political weapon of campaign driven by social sympathy rather than empathy in our institutional arranegments. The Joint National Associations of Persons with Disabilities(JONAPWD) with many advocayc groups under it has been equally influenced by the usual charity/welfare model approach to disability. There is a need for all to develop a cultural oreintation of creating a world where the fundamental human rights of persons with disabilities including that of access is guranteed under the law and the need to create awareness on the promotion of creativity for PWDs to strenghten the voice of Persons With Disabilities through advocacy, capacity building and development networking. However, Those-in-Power at all levels of government hide under the guise of promoting infrastructure development to embark on activities that are very far from transparency and accountability. Of worry, is the fact that it is doubtful if there exists any legal and regulatory framework for the financing of infrastructure projects at all levels. Indeed, the quality of infrastructure in different parts of the country expresses the absence of satisfactory processes of monitoring and evaluation.
