Those in security circles around the globe insist that a government that is responsible and accountable to its people does not give deadlines, ultimatums, and time limits to criminals.   Most public primary and secondary school students learn in environments that are not encouraging in Nigeria.  The facilities have been stretched to obsolete conditions as a result of improper planning by the government at all levels.  Considering the dilapidated toilet facilities in several of these schools and the absence of potable and drinkable water, the potential outbreak of an epidemic cannot be ruled out. In 1801,1836 and 1854, the General Enclosure Acts were passed. The General Enclosure Act of 1845 superseded the Parliamentary committee which examined Enclosure Bills by Enclosure Commissioners, who, instead of sitting at Westminister, moved to the scene. Most state governments in Nigeria have over the years failed to ensure that the environment is habitable. Even though the state governments introduced task forces to enforce environmental regulations and expended large sums of money on sanitation, the environment in most states still remains dirty. Nigerians are proud to live in a country with a land area of 923,773km 2, with varied vegetation and types of soil, suitable for various agricultural purposes. In 1960 and the years following, up till the early 1970s, Nigeria's economy was between the agricultural friendly ''grassroots'' and the 'white collar' city-oriented center. All that had to do with the production of goods was concentrated in the city, while a large percentage of Nigerians resided in the villages, with farming as their major occupation.   Over 10 years after the privatization of the electricity sector in Nigeria, millions of Nigerians still remain without meters and regular electricity supply. Indeed, the set objectives of the privatization are yet to be achieved, while the number of defects in the regulatory policy have been brought to the fore. Infrastructural development in the sector remains a major issue, just as distribution and generation companies struggle to impress electricity consumers. The situation remains the same as a result of the unknown interest of government officials.

 Lawlessness, indiscipline, criminality, evil, ignorance, idleness, and illiteracy are the basic foundations of terrorism.  Presently, the upbringing of young people, strange doctrines, and very abnormal ways of life in several communities in Nigeria speak volumes.  Without doubt, the known and unknown conditions for breeding and training the unthinkable and avoidable have been met in communities such as Molusi, Onafuwa Solanke, Oyegbami, Olorunsogo, Molete, Aluko, Felele, and Scout Camp, among several others in Ibadan, Oyo State, Nigeria.  A very careful observation will unearth the fact that a different strain of terrorism is gradually taking root in this part of Nigeria.  Children and young adults now commit crime under the watchful eyes of their parents and guardians, without consequences. The culture of the sale and use of hard drugs is now the order of the day in several communities in Nigeria. The lives of a sizable number of young people in the country now hang in the balance as they vigorously embrace the culture. Education is no longer the destination, as violent crimes with prospects of riches increase on a daily basis. The culture is now practiced in the open and those involved surprisingly exhibit boldness and confidence. Why?  Respected members of communities covertly support the trade. At 6, Kehinde Aderibigbe street, Olorunsogo, Molete, Ibadan, Oyo state, Nigeria, the sellers of the outlawed substances, use the grinding of pepper and tomatoes as a smokescreen. Sadly, law enforcement agencies which benefit immensely from the drug trade are morally handicapped to eradicate it from communities.

  Insecurity is a discussion among Nigerians across the country. Violent crimes, abductions and ritual killings have now become daily occurrences, while the security architecture is yet to have any convincing and meaningful impact towards stemming the ugly tide. The decision of the Abia state Governor, Alex Otti, to sanction any traditional ruler, community leader or homeowner who sponsors or supports criminal activities in communities would go a long way to reducing the crime rate in the state. This decision should be adopted by serious-minded state that are fully focused on the business of governance.

The killings in Bokkos and Barkin Ladi Local Government Areas of Plateau state, at a time when millions are celebrating, are very unfortunate. It is a tragedy coming at a time when the government at all levels is glorifying the January/December budget cycle, while budget performance at the center and the states of the federation are giving citizens sleepless nights. Those in charge must justify their positions by salvaging the pitiable situation convincingly.

The recent disclosure by Nigeria's National Security Adviser, Mallam Nuhu Ribadu is a hint of what Nigerians should expect from the present administration in the next four years. This assertion was made by a former chairman of the Oyo state council of the Trade Union Congress(TUC), Comrade Andrew Emelieze. ''The recent revelation by the National Security Adviser is very credible and serves as a pointer to what Nigerians should expect from the present government in the next four years even though it may not meet their expectations,'' Comrade Emelieze stated. Mallma Ribadu had disclosed that the present administration was contending with very serious budget constraints and confessed that they inherited a bankrupt country. He stressed that at present the government was taking care of the debts of the immediate past administration.
