  Most public primary and secondary school students learn in environments that are not encouraging in Nigeria.  The facilities have been stretched to obsolete conditions as a result of improper planning by the government at all levels.  Considering the dilapidated toilet facilities in several of these schools and the absence of potable and drinkable water, the potential outbreak of an epidemic cannot be ruled out. Vital literacy indicators reveal a deplorable condition in the Nigerian educational system. Indeed, the adult literacy rate is embarrassing, while the number of out-of-school children has reached an all-time high rate. Trailing the falling standard of education at all levels, is the ever-increasing rate of drop-outs today. With particular reference to the secondary and Tertiary levels of education, cultism, gangster ism and prostitution have become the popular choice for undergraduates and students in educational institutions across the states of the federation. The Vice-chancellor of the University of Ibadan, Prof. Kayode Adebowale had disclosed that the university out its certificate as a reward for vigorous academic work. Parents and Guardians in Oyo state have been advised to monitor their children and wards. This call was made during the weekend by an Old student of Ibadan Gramar School(IGS), Mr. Adebolu Okikiolu. '' The buck stops on the parents and gaurdians. Charity begins at home , each family should nurture their children and wards in the ways of God. They should monitor their activities. The funding of education is a major challenge in Nigeria. Sadly, education funding has been reduced drastically over the years. In addition, the poor remuneration of teaching staff at the primary, secondary and tertiary levels has also contributed to the deterioration of education. Furthermore, the attitude of parents and guardians towards their children and wards' education is nothing to write home about, including the low quality of training teaching staff pass through have both contributed to the worrisome state of education in the country. The Nigeria Union of Teachers(NUT) Oyo state Wing has appealed to the state government to speedily domesticate the elongation of Service for TEACHERS as approved by the Federal Government of Nigeria. Principals in secondary schools in Kenya have sent a Save Our Soul appeal to the National Cereal and Produce Board (NCPB) as a result of the prohibitive cost of living in the country. Their SOS is contained in a letter to the Ministry of Education requesting that schools be supplied with enough grains at affordable prices. This disclosure was made by the Chairperson of the Kenya Secondary School Heads Association(KSSHA),Indimuli Kahi, during a news briefing. Kahi stated that the intervention would go a long way to salvage the worrisome situation in the schools, saying,''As it stands, various learning institutions are unable to run effectively due to the cash constraints that have pushed their budgets beyond limits.''
